We are a Citizens' Advocacy Group

Welcome To Richmond Civic League

Think of us as a partner, acting to protect the interest of Richmond Citizens and taxpayers. If there is an issue benefiting Richmond citizens, we’ll be on it. If city government is not doing it’s job, we’ll be on it for you.

With the inception of this site in July 2025, the city had just hired a new CAO, Mr. Odie Donald II. It is our hope that with his leadership, aided by increased citizen engagement, Richmond can begin the long overdue turn back to open, responsive, and effective government. We have a great city, but we’ve had an inferior government, though many city employees are competent and trying hard, others are not. Much can be done.

Marty Jewell, Chairman
Former Two Term Member Richmond City Council.

Current Issues

We are deeply concerned with the current deteriorated state of Richmond’s government operations, left almost in ashes by Levar Stoney and Lincoln Saunders. Our recent half page article on page 3 of the Richmond Times Dispatch was entitled, “The Pitiful State of Richmond City Finance. The Wheels have fallen off.” We are serious. Click here to see article
We hope to collaborate with Mayor Avula and City Council to make specific, measurable, and dramatic, near term improvements in many of the areas detailed in Our NEXT AREAS OF FOCUS

The Return of the Richmond City Employee Directory! On this Site

That’s right, we now provide all interested parties a search tool to access city employees by name or department, including their email addresses and direct phone numbers. Mayor Avula promises transparency, and with our help, it begins here. No longer should you be frustrated over an inability to reach city hall staff.

Recent Activity

In late 2024 we recognized that Levar Stoney had a good chance to become Lt. Governor of Virginia, and that major efforts would be needed to defeat him. We saw Stoney as a less than competent leader, who wrought havoc on our city. We felt we had to get the word out both locally and statewide. Statewide his failures were not known.

Our outreach plan included large display ads in the Richmond Free Press and the Richmond Times Dispatch, as well as three times, directly emailing virtually every elected official in Va, including city council members, town council, county supervisors, and all Va. state senators and delegates. The message was detailed and clear. We couldn’t allow Stoney to rise to Lt. Gov. in view of his extraordinary record of failure in Richmond.

While many worked to defeat Stoney, we were glad to contribute to the effort which resulted in Stoney’s defeat by just 4,000 votes.
